NATIONAL LABOR ADVISORY COUNCIL (NLAC)


What is NLAC?

National Labour Advisory Council (NLAC) is the national tripartite consultative mechanism established to provide for consultation and co-operation between the government and the organizations of workers and employers at the national level on matters relating to social and labour policies and international labours standards.

Contribute towards the Socio-Economic Development through the Promotion of Industrial Peace and Harmony, Social Protection, Rights at Work and Productivity.

Who is the member of NLAC?

The members of the National Labour Advisory Council is:

a.    Employers

b.    Workers representatives

c.    Government

The Function of NLAC

The function of NLAC is to establish and functioning the national bodies. NLAC also formulate and implement a laws and regulations that affecting the interests of workers and employers.

Why NLAC was established?

The objectives of NLAC is:

a.    NLAC is established to empower and strengthen tripartite relationship.

b.    To ensure globally accepted rights and conditions at work.

c.    To eliminate child labour

d.    To protect an empower employed women and promote gender equity and equality.

e.    To expedite relevant labour law reforms.

f.     To initiate action to develop a comprehensive social protection strategy.

Composition

a.    The Hon. Minister of Labour and Labour Relations act as the chairman of the NLAC.

b.    The minister appoints a suitable officer in the ministry as the Secretary to the NLAC.

c.    The organizations and institutions represented in the NLAC will be selected by the Hon. Minister from among “most representative” organizations of employers and workers in the different sectors of the economy.



MINISTRY OF HUMAN RESOURCES (MOHR)



What is MOHR?

Ministry of Human Resource (MOHR) in Malay term known as the Kementerian Sumber Manusia (KSM). MOHR previously known as the Ministry of Labour and Manpower (Kementerian Buruh dan Tenaga Rakyat).  MOHR is a federal government ministry that is responsible for determining the workforce policies and direction of the labour force in line with Malaysia’s commitment towards the United Nations.

Mission

The mission of MOHR is to develop a competitive workforce in an environment of industrial harmony and social justice.

a.    To develop a workforce that is productive, informative, discipline, caring and responsive to the changing labour environment towards increasing the economic growth and hence create more job opportunities.

b.    To encourage and maintain conductive and harmonized industrial relation between employers, employees and trade unions for the nation’s economic development and wellness of people.

c.    To uphold social justice and ensure harmonious industrial relations through solving industrial dispute between employer and employee and awarding collective agreement.

d.    To ensure trade unions practice democracy, orderly and is responsible to assist achieving the objective of industrial harmony.

e.    To be the leader in development of nation’s human resources.

f.     To ensure safety and health of workforce is assured.

g.    To develop skilled, knowledgeable and competitive workforce in a harmonious industrial relations with social justice.

When MOHR was established?

MOHR was established in 31 August 1957.

MOHR located at Level 6-9, Block D3, Parcel D, Pusat Pentadbiran Kerajaan Persekutuan, 62530, Putrajaya, Wilayah Persekutuan, Putrajaya, Malaysia.

MALAYSIAN TRADES UNION CONGRESS (MTUC)



What is the MTUC?

The Malaysian Trades Union Congress (MTUC) is a national trade union center in Malaysia. It changed its name in 1958 to Malayan Trades Union Congress. And then changed to its current name with the formation of Malaysia. MTUC also a federation of trade unions and registered under the Societies Act, 1955. It is the oldest National Centre representing the Malaysian workers. The Unions affiliated to MTUC represent all major industries and sector with approximately 500,000 members.

MTUC has been recognized by the Government as the representative of workers in Malaysia and consulted by Government on major changes in labour laws through the National Joint Labour Advisory Council.

When MTUC was established?

MTUC was established and formed in 1949.

MTUC was located in Subang Jaya, Selangor.

What MTUC do?

MTUC is to do everything to promote the interest of it’s affiliated organisations, to improve the economic and social condition of workers and render them assistance. MTUC also ensure that the policies are developed and action taken to ensure full employment, to work towards the establishment of a minimum wage a legal maximum working week of 44 hours and to establish training centres and extension of training facilities for workers. MTUC also provides protection against sickness, unemployment, old age, injury, invalidity and retiring benefits and promotion of high standards of health, hygiene and welfare in all places of employment and seek adequate compensation for workers disabled by accident and diseases.

Why MTUC are formed?

MTUC’s declared mission is to:

a.    To promote the interest of its affiliated organizations, and to improve the economic and social conditions of workers.

MALAYSIAN EMPLOYERS FEDERATION (MEF)



What is MEF?

Malaysian Employers Federation (MEF) is the central organisation of private sector employers in Malaysia recognised nationally, regionally and internationally. MEF provides a forum for consultation among members on matters of common interest, and seek the adoption of sound practices of human resources and industrial relations through advice, training and research activities. MEF earns recognition from both the national and international arena its prominent role and activities.

When MEF was established?

MEF was established in 1959

Where is MEF?

MEF was located in 3A06-3A07, Block A, Pusat Dagangan Phileo Damansara II, No. 15, Jalan 16/11, Off Jalan Damansara, 46350 Petaling Jaya Selangor Darul Ehsan, Malaysia.

Vision

To be premier employers’ representative at national, regional and international levels and to be the leader in the development of human resources and the promotion of good employment practices and harmonious industrial relations with a view to achieving national objectives.

Mission

a.    To promote the development to excellence in human resource management to enable employers meet current and future business challenges.

b.    To promote productivity through inter alia harmonious employers/employee relationship.

c.    To promote and represent the interests of employers at national, regional and international fora.

Why MEF was formed?

MEF promotes and safeguards the rights and interest of employers. Besides that, MEF also provides a forum for consultation and discussion among members on matters of common interest and seeks for the adoption of sound principles and practices of human resource and industrial relations through information, advice, research and information, training and other activities.



INTERNATIONAL LABOUR ORGANISATION (ILO)



What is ILO?

The International Labour Organization (ILO) is a United Nations agency dealing with labour issues, particularly international labour standards and decent work for all. 185 of the United Nations member states are members of the ILO. ILO has a tripartite governing structure, representing governments, employers and workers. The rationale behind the tripartite structure is creation of free and open debate government and social partners.

When ILO was established?

When: ILO was founded in 1919, in the wake of a destructive war, to pursue a vision based on the premise that universal, lasting peace can be established only if it is based on social justice. ILO was became the first specialized agency of the UN in 1946.

Where is Headquarters of ILO?

ILO located in Geneva, Switzerland.

What ILO do?

ILO are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.



Governing Body

Juan Somavia was the ILO’s director-general since 1999 until October 2012, when Guy Ryder was elected as his replacement. This guiding body is composed of 28 government representatives, 14 workers representatives, and 14 employers representatives.
