STAGE EARLY 1970s: THE RISE OF MARXIST
In this era, it is the beginning of a
new developing country to create their own system after gaining independence
from the power that has been colonized them. In this case, we will take
Malaysia country as an example to explained how does this period of time had
influenced the modern industrial relation.
As a brief introduction, Malaysia is a
country which based on federation which consists of four main independent countries
which are Malaya, Singapore (expelled in 1965), Sarawak and Sabah. These
countries are together formed the federation on 16 September 1963.
Malaysia industrial relation is based
on the historical element as the citizens are comes from various culture,
political views, belief, economic and different origin. The history background
of Malaysia is based on the colonization period and the important event of all
this is the three level emergencies that totally changed the industrial
relation system. This is because, in the third emergency where the election
took place in 1969, this is the year where Malaya faced the 31st May
1969 which shows a bloody tragedy. A special national operation council was
formed to investigate what are the factors that lead the tragedy. There are two
main factors that lead to that event. The first is the unbalanced economy
between the Chinese, Malay, Indian and the second factor is there is no single
philosophy that followed by all the citizens.
As a result, to overcome the problem
of unbalanced economy, “New Economy Policy” was formed in 1971 and worked until
1990 which means in 20 years period of time. In addition, because of there is
no confirm philosophy that the citizen has to follow or to respect no matter
what races you are, then the “Rukun Negara” was formed. The impact of these on
modern IR is the government totally controlled every workers and employers
activity. For example, in the employee want to do an assembly, they have to
seek for permit first. To summaries, the government tried to ensure that the
development of Malaysia IR is in line with the economic goals.
